The chat script has very likely not done what it needs to do to let
the ISP start PPP on it's end.  If you didn't find something about
this in the PPP-HOWTO then you couldn't have read it very carefully:

18.3.  The syslog says "serial line is not 8 bit clean..."

Just what an ISP needs from the chat script varies widely and, when
this happens, the solution may not be obvious.  It almost certainly
will require more understanding about chat and pppd than just how
to use a configuration script.  This site is better than the how-to
for debugging this kind of problem (as well as any other kind of
PPP problem):
