I have the same problem. 
I found that some sites continue to send to me ICMP packets.
This keeps the connection alive.
 Unfortunately I don't  know how to filter these packets with linux.
Sometimes I have to  shutdown the pppd to break the connection.

Other comments may be more helpful (also for me!).
