Don't know about 2.3.11, but at least in 2.3.7 (and 2.3.10), if the
'usepeerdns' option is activated, the peer's DNS1 and DNS2 gets put in
/etc/ppp/resolv.conf, you need to supply a /etc/ppp/ip-up.local (to be
invoked by /etc/ppp/ip-up) to construct the real /etc/resolv.conf. See
/usr/doc/ppp-2.3.*/scripts/ip-up.local.add for clue.
