>"NO DIALTONE" means that you have no dial tone and so can't dial. This
usually means that your cble from the modem to the phone jack is loose.
"NO ANSWER" means the other end never picked up. "NO CARRIER" means that
the line was picked up but your modem can't detect a modem at the other
end.

With my modems, I never got NO ANSWER, I got NO CARRIER when the other end never
picked up, also after disconnecting when there was connection, with modem or
voice.
