I'd guess that the ISP PPP implementation isn't of very good quality, and
that the non-routable 192.168.0.12 IP address that pppd offers to use for
the PPP connection caused the failure.  Try using the pppd option
"noipdefault" since that IP address likely comes from a local network to
which your box belongs. 

It also might be a good idea to think about using the "novj" option too,
since the VJ option that the ISP requests differs from the VJ option that
pppd requests, and sometimes that can cause trouble for a PPP link to a
poor quality PPP implementation.
