PPPoATM for linux-2.4.0-test2

I'm pleased to announce I have an (apparently) working version of the
PPPoATM patch for linux-2.4.0-test2, and an accompnying patch for pppd
(ppp-2.4.0b2)  It still requires a bit of patching (i.e. no novices
yet please), but if you want to try it out the details are at:
