I assume this is not RAID, and you have proper cabling allowing
SCSI hot-swap (SCSI is not hot-swap by default).

It should work (the low-level driver). Something more flexible is the
echo 'scsi remove-single-device 0 0 1 0' > /proc/scsi/scsi and then
echo 'scsi add-single-device 0 0 1 0' > /proc/scsi/scsi
if you are tweaking SCSI ID 1.

This is documented in drivers/scsi/scsi.c I think.
