Taking the entire CDROM drive offline, due to a bad/scratched CD appears
rather harsh to me (at least for units with removable media. For
non-removable media units, it is quite reasonable).

Since I'm not contributing code, I cannot really complain, but would it be
possible to do a "soft-offline" of the unit (if it has a removable media),
until a "media changed" event for that unit has occured?

(actually, we could do just that for both removable and fixed media. The
fixed media units would just never send the "media changed" event, so it
won't ever get back online :-)
