If you are trying to execute chat manually as shown above then there's
not much hope that you'll dial out.  Chat's reason for existence is
to support pppd by dialing out and chatting with an ISP to start PPP
on the ISP's end if such chatting is necessary.  It's best used when
it, or a script using it, is launched with the pppd connect option.

Your post would be more appropriate for the linux-ppp list, also
at vger.rutgers.edu.  You should also post exact copies of the
pppscript and the chat -v log messages, those are always preferable
to a narrative that tries to describe what happens in them.

As far the serial port is concerned, you need to make sure that the
configuration of the serial port's device file agrees with the serial
port's UART type and the with IRQ that the serial port actually uses.
Doing "setserial /dev/ttySx", x=whatever is appropriate for your
modem's serial port will show the essential configuration of the
device file.
