I sit behind a dual P2/400 NT WS 4.0 SP4 box about 16 hours a day.

Nice box. Good options.
Did you know HP was working on a quad NT Server box and abandoned
the project. They cited "corporate direction". Uh-huh, HP is getting
out of the server market. I think it was because they couldn't make it work.
NT is not really SMP friendly.
If i use my parport scanner, the machine locks up (during scanning).
If i load a 400MB wav file (CD mastering), the machine locks up
while loading the file. (locks up = 2% availability).
If i am digitizing audio, shuffling windows around will put skips
in the wav file. Apparently, ints/dma are disabled during the supercool
zoom-to-taskbar animation. So, i have to disable the screen saver
and not touch the machine, even though CPU usage is 0.
It is real good at running 2 rc5des :)
I can beat two POV-Ray renders out of it simultaneously with some effort.
(setting processor affinity for each instance of POV-Ray)
So basically, NT I/O sucks. For NT Server, i wouldn't worry about dual CPUs.
I would get the fastest single CPU with the fastest disk/mem possible.
