I had a similar problem with rackmounted Compaq Proliant SMP machines.
The fix was to run their silly bios configuration utility and tell the
server that it was going to be running "SCO unix."  I suspect there is
some configurable APIC silliness going on.  Perhaps your IBM has a 
similar "feature?"
