I had tried to address this some months ago which unfortunately didn't

In addition to the findings described in that posting bandwidth seems to
matter as well. By limiting to about 200kB/s the problem was mitigated
and sometimes ceased completely.
Also, when many rather small files are transferred it starts later than
it does while transferring one large file.
What I said about testing still applies, too.
