Please use the latest snapshot from

http://www.math1.rwth-aachen.de/~heine/ftape/archives/unstable/

However, I shouldn't say so, as the relevant snapshot hasn't been
created yet. Tonight there will run a cron job which will create a
snapshot named

ftape-4.x-1999_02_07.tar.gz

The cron job will run at about 1:00 am UTC. Please complain in case
there will be no such snapshot.

Alternatively, use the public CVS interface like this

cvs -d :pserver:cvs@localhost:/usr/people/cvs/linux login
[type in the password "ftape"]
cvs -d :pserver:cvs@localhost:/usr/people/cvs/linux checkout ftape-4.x

This will get you the latest version available in the CVS repository.
This method of downloading the latest version is not particularly
fast.
