Lincoln> 1. What steps should I do to make Linux recognize the HP scsi
  Lincoln> tape drive?

Have a look at the SCSI HOWTO. All HOWTOs are at www.linuxdoc.org, and many
other places.

You don't need Ftape -- the f stands for floppy, ie floppy-controller driven
tape drives.

Lincoln> 2. What is a default device file for tape drive, /dev/rmt0 or
  Lincoln> /dev/ftape?

/dev/ftape is typically a soft link to the actual (scsi or floppy)
device. More info in the Ftape HOWTO.

Lincoln> 3. What backup commands available on Linux for backing up entire
Lincoln> file system and what is a procedure to rebuild a boot partition
Lincoln> and restore it on a new disk ?

Tons. From the standard Unix dump and restore to drivers for tar, cpio, afio
(nice, compresses per file plus many more option) to very involved
network-backup client-server solutions.
