What FDC controller is the drive connected to?  If you're on the
mainboard floppy controller, you've got a problem -- you can't get 3020
(TR-3) operation on an inboard FDC (unless it's rated at 2000Kb/sec). 
An accelerator card will allow you to get full 3020/TR-3 operation and
make it easier to determine the various settings.  Otherwise, if you
have Windows stii around, boot the system to Windows, right click on the
"My Computer" icon, select "Properties" from the menu and look for the
Floppy drive information.  It should tell you what IO address, IRQ, and
DMA are being used.
