If you're right, that would be terrible, because a lot of embedded 486 based 
PC on chip have a Cyrix 486 core inside.

you assume that's PCI-related hardware-problem, isn't it ? If I have 
got your point, the OHCI stops generating interrupts and therefore
it's not dependant on the usb stack. Isn't it possible to reset the OHCI ?
