You are not using full HID. You are using boot protocol, which is always a bad idea. The ifeel mouse is not boot protoocol compatible (unlike most other mice - look closely at the descriptors in each case) Turn off the CONFIG_USB_MOUSE option, and turn on CONFIG_USB_HID and the appropriate input layer options.
