AT76C503A? http://at76c503a.sourceforge.net/ has a downloader that runs in 
userspace. Needs to go into the kernel, but it does work, at least on some 
host-controllers (not usb-uhci, for unknown reasons, but I have an evil 
thought about zero-length packet handling)
