It seems that newest kernel dont find the USB some devices (usblp or scanner) anymore on boot. The devices are found is USB cable is removed or power is taken away from the devices (needs some seconds at least). This seems to happen with and without hotplug enabled. The changes seem not to be in the drivers itself (thay are the only part I know a little bit), but in the boot logic somewhere. If you normally use the devices in poweroff mode, you dont see the problem at all, so not so many are complaining.
