I don't know if that's a know issue and/or intended behaviour so I'm
only posting a short summary of my observations. If necessary, I can
do more tests.
There was a report on sane-devel that scanning doesn't work with
2.5.62, neither with the kernel scanner driver nor libusb. The scanner
was not detected by SANE.
I can reproduce this behaviour with 2.5.63 if (and only if) devfs is
disabled and dynamic minors ("Support for USB" -> "Dynamic USB minor
allocation") is enabled. In this case libusb access (devio) complains:

ret -75
If I load the kernel USB driver, the scanner is detected by it, but
accessing /dev/usb/scanner0 fails.
With devfs enabled or dynmic minors disabled everything works as
expected.
