First the protocol. Writing a driver is usually easy compared to
that.

Any weird protocol is possible.
First you should take a look at the descriptor via 'lsusb'.
Second you need to determine whether the device needs
its firmware to be downloaded from the host. To determine
that you should snoop a device detecion.

If you observe a firmware download here, the sequence must simply
be recreated. That is easy but possibly tedious.

Then you should try to access the modem via a terminal program.
This should allow you to determine how the modem deals with control
sequences like 'ATZ' or 'ATDT'.
By now you should have a working hypotheses on the protocol
and the function of the endpoints.
