I got a ehci_hcd pcmcia host controller. Everytime I unplug it with the module loaded the kernel oopses. If I rmmod the module before I got no problem. I am using 2.4.21 and 2.4.22 here. I got a usb-mass-storage-device attached to the controller here. The problem is 100% reproduceable here, it happens everytime. If you need the backtrace from the oops contact me.
Huh .. I guess some bits rotted, I know that once worked right. I just saw it too; looks like some memory got freed too early.
On the other hand, for some reason 2.4.23-pre5 "usb-ohci" thought it was being rudely unplugged (and also misbehaved) when I just did "telinit 2", so there's more than enough wierdness to make you cautious with one of those cardbus controllers on 2.4 ...
Preferred workaround: Use a 2.6.0 kernel!
Alternatively: Keep using rmmod.
