It has nothing to do with software, configurations, or anything else like that. It means that the hub (or the USB port on the computer) to which the printer is attached is getting a lot of electrical noise from the USB cable, enough noise to cause it to drop the connection momentarily. The noise could be caused by EMI, as your flickering light experience shows. It could also be caused by other things, such as a flaky USB cable, poor connections, or bad hardware in the USB interface of the printer or hub/computer.
