To determine how usb_unlink_urb should proceed.
As I see it an URB has three phases. Let's call them
PHASE_FREE,PHASE_LINKED,PHASE_RETURNING
If it's in PHASE_RETURNING usb_unlink_urb() would just wait
for the completion handler.
