The only thing that comes to mind is forwarding the relevant /sys/class/usb_host/$BUSNUM/registers file(s), maybe they'll show something. If the hub driver can't enable those ports, I'm not sure what would go wrong.

There's an experiment you could try, but I suspect it won't
change anything.  "modprobe ohci-hcd power_switching" can
help on some hardware that's wired for it.  Some hosts are,
some aren't.  I've got a device that doesn't respond to
USB reset correctly, it needs to see USB power up/down or
it won't appear at boot time ... which means it's got to
be on an external hub, or on an appropriate root hub.
