Is this with a VIA UHCI root hub? They seem to get unhappy with certain devices, and we don't know the way to make the chip happy.
If that's your situation, the end-user workaround is to use a different controller. For example, EHCI through a USB 2.0 high speed hub; or OHCI.

unmounted or plug in reader and attempt to mount if ZIP is already mounted.
