At this point you have two choices:

1. Bisect changes between 2.4.21 and 2.4.27 and identify a minimal
   change. Basically, you'd have to recompile all kernels in between,
   find the one which fails, then go through -pre and do the same.

2. Brute-force a resolution by debugging (possibly with tracing
   with #define DEBUG in usb-storage headers).
