Error -71 is -EPROTO, and it means the device isn't replying to a request. It's documented in Documentation/usb/error-codes.txt, and it has appeared _numerous_ times in messages posted to the USB mailing lists. Did you have this same problem in 2.4.27, or is it new with 2.4.28? You can probably get more information if you turn on the USB debugging option in the kernel configuration. Better yet, try running 2.6.
