Please don't add this yet. Firstly fix the fact the bogus call to set_ldisc in the code. Secondly mask_to_rate is wrong. The mask to rate conversions depend upon the platform (long story of compatibility) and you should use the tty layer one.
The ioctl todo's for termios also need doing. Having TCGETS as a no-op does not make the code ready for merging.
I will remove set_ldisc, and take a look at the rate conversion code... however it was my understanding that TCSET{A,S}{,F,W} and TCGET{A,S} are done in the higher tty layer. There is a comment in ftdi_ioctl explaining this point.
