2.4 USB is maintained by Pete Zaitcev.  In general 2.4 isn't taking these 
kinds of changes any more, but they make an exception in this case since 
it's a backport of a well-tested patch from 2.6.

Actually a lot of people still use 2.4.  There are many situations where 
stability and predictability are more important than performance and 
bleeding-edge features.  Not to mention the costs in time and energy 
involved in upgrading.  Or the RAM and disk requirements of the newer OS 
distributions as compared to the older ones.

It was only within the last six months that I switched desktop machines 
and stopped using Linux 2.2...
