Ok, there is one case where this isn't true, when a USB 1.1 device sits behind a USB 2.0 hub. In that case the USB 2.0 controller (ehci-hcd) drives the usb 1.1 devices, thanks to the magic goodness in the USB 2.0 hub. And that case is where Linux doesn't work very well, and I don't recommend it for anyone just yet. There were patches posted to the linux-usb-devel mailing list yesterday working on this issue, so hopefully it will be soon fixed.
