So your mouse actually works, so it isn't a USB problem.
But it doesn't work in X, so it is probably a X configuration problem. Someone
might be able to help you if you had bothered to provide anything useful, such
as:
1. What exact gpm options are you using?
2. Did you use the input layer support, or did you use boot protocol (HIDBP)?
3. What version of X are you using?
4. What do you think is "necessary" to be changed in XF86Config? What did you
add?
Hint - if using XFree86 version 4, and you have a file XF86Config.4, that gets
used instead of XF86Config.

You have a range of options:
1. Compile in the support you need, as suggested by Greg K-H
2. Fix your manual loading, according to whatever distribution you are using.
If you need help with this, you should probably tell us what you actually
added, and what distro you are using.
3. Look at http://linux-hotplug.sourceforge.net and install the hotplug
system.
Overall, this was another bug report that says "it doesn't work". This doesn't
help us, and it certainly doesn't help you. Please put in some effort, and
don't summarise - just cut'n'paste.
