I don't use devfs, but the device nodes should be created OK - there is
certainly code to create the entries. Is the hid driver claiming the device in
/proc/bus/usb/devices?

Interesting. I didn't know that apcupsd had USB support until I just checked. 
The only monitoring software I knew of that works is NUT, and it is
experimental. There is some weird behaviour in the APC reports (like
centivolts instead of volts)...
