The way USB 2.0 controllers work is they have a USB 2.0 controller
(EHCI) and a USB 1.1 controller (OHCI or UHCI). If you don't have an
EHCI driver, it will only use the USB 1.1 controller and you'll be
limited to USB 1.1 speeds.

To get USB 2.0 speeds, you need to use the EHCI driver. It's available
as a patch for 2.4 kernels (check www.linux-usb.org for more info) or
you can try 2.5 kernels which have it built in (not recommended since
it's not stable).
