CD/DVD use more power than 3.5" drive. I suggest you getting 5.25" enclosure. I got mine 5.25" USB 2.0 fromXtreme PC gear www.xpcgear.com Works very well for me. I paid for it $72+S&H+tax (in CA) but since it is selling very well they rose the prices. I put inside $35 24x10x10 Cendyne CD-writer I bought from OfficeMAx and it works very well. I had a serious problem just once but this was with Samsung drive which broke few hours later so I am not sure whether the problem was with the eclosure - probably just with the drive.
