Its a filesystem mount point. You need to read the documentation (FAQ or Linux 
USB guide, both on http://www.linux-usb.org) for how to mount it.

You can't meaningfully use this. It depends on plugin order.

Just use /dev/input/mice for X for the time being.

Because you are using the usbmouse driver, despite lots of documentation to 
the contrary. Try the hid driver.
