Okay , Heres the situation.

I have two mice.  One is a belkin USB mouse I got from radio shack.  It
works with the latest kernel's, but decided to try out an optical mouse.
Walmart had one that was on sale under the brand "Retail Plus+" OptiEye,
so I purchased it, plugged it in instead, and it didn't work.

Now, I know USB should work since the other USB mouse works.  And from the
kernel messages the kernel is seing the mouse. (I'll print those in a bit)
It just won't stay connected for some reason.  I thought maybe it's just
something with the pre-release kernel I was using (2.4.20-rc3..) but It
was a problem in 2.4.19 and 2.4.20 stable, so that eliminates that..

The mouse lights up fine and everything, but it just does not work.

if its of any relevance, I use a K6-2 500 processor on an epox MVP3G2
motherboard.

ive tried recompiling the kernel with both the regular and alternate USB
drivers. same difference.

any ideas would be greatly appreciated.
