This pattern is commonly used by the EZUSB (and friends) chips. Those control 
transfers may be a firmware download. There is a tool in the linux-hotplug 
project that can do the download and re-enumeration.

BTW: you might have better luck on the linux-usb-devel mailing list. If you 
are at this stage, you're definately a developer!
