Just another data point: I get the same problem with an HP Omnibook
XE4100, which has a different USB controller:

00:11.2 USB Controller: VIA Technologies, Inc. USB (rev 1e).

I still haven't made any progress figuring it out, but it does seem to be
fairly widespread at least!
