I'm not sure I understand the question.

If you mean you have a remote machine which has a USB mass storage
device already mounted, then NFS is one way to do it.  There is no
way as it were to 'tunnel' the USB connection over a network, you
would need USB support on the remote machine.

If you mean you want somehow to make a normal disc device on a remote
machine appear to be a USB mass-storage device on your local machine,
I have no idea how you'd go about doing that, nor why you'd want to.
All you'd do then is run Yet Another Driver to make your USB device
appear to be a SCSI drive...
