Do you mean "can I simulate a USB external hard drive with an external Linux 
box"? 
If so, then the answer is "yes there is a way, but it won't be trivial, and 
you can't do it with two standard PCs without some special hardware"

If you are a bit more descriptive about your motivation and intent, then maybe 
we can help more. That is, the high level problem isn't about mounting drives 
- - it is about moving data for some purpose. What is the purpose?
