If that doesn't violate the specifications, then the specifications are daft.

I don't believe it should be allowed exactly as you describe it, but with a
specification as complex as USB I'd be very surprised if anyone could write a
document which predicts all possible ways to foul up.

Of course it may just be that there's some kind of status information available
in your device (but which isn't being interrogated by the software) which would
tell you not to try to operate the device just yet because there isn't enough
power.  That could fall into the 'bugs' category.  But it sounds to me like the
device itself is the buggy one.

Either way it's another one for my collection.
