I now believe your original post less concisely says something very much
like:

I think beyond that you have a question.

I think you could remove your app as a variable by also reporting what
happens with the alternative, more massively distributed `dd` app,
specifically such command lines as:

dd if=/dev/sdb bs=512 skip=0 of=/dev/null
dd if=/dev/scd0 bs=2048 skip=0 of=/dev/null

kernel.org tells me lk 2.4.9 is from 2001-08.  Now is 2004-01.

Although I do not believe trying something more current will actually
work much better, I do believe we will get better answers if we try
again with something more current.

Is burning CD-R already easy for you?  Then downloading a "live CD" to
boot Linux without install will instantly move you at least as far
forward as 2.4.22.  I saw that at http://knoppix.net/ in 2003-09.  Today
the least obsolete 2.4 that kernel.org offers is the 2004-01-05 2.4.24.

I have not yet discovered a clearly lk 2.6 live CD, though I lurk at
http://gentoo.org/ in hopes of seeing one appear.

Kernel version date stamps like 2004-01-08 and 2001-08-16 I fetch from
such places as:

http://www.kernel.org/pub/linux/kernel/v2.4/
http://www.kernel.org/pub/linux/kernel/v2.6/

Perhaps you prefer to upgrade via mechanisms more like the Red Hat
Software Update?  I think I've heard that also moves you into the
2.4.twenty's by now.
