Is this not distribution specific? RH uses;

[antonia] ~ > grep usb-co /etc/modules.conf
alias usb-controller usb-uhci
alias usb-controller0 uhci-hcd
alias usb-controller1 ehci-hcd

and modprobe's those from a startup script if it finds them.
