Are you sure about this?  It should take 126 plugs/unplugs before 
addresses start getting reused.  Addresses start at 2, then go up to 127, 
then wrap back to 2.

I tried the same experiment, after changing the maximum number from 127 
down to 7.  It worked fine; on successive plug-ins I got addresses 2, 3, 
4, 5, 6, 7, 2, 3, ...  No need to remove any USB modules.

Perhaps the fact that you're using a 64-bit system has something to do 
with it, although I can't imagine how.
