No, the configuration settings should not need to be changed.

Yes, it does.  I suppose you never noticed it before because without the
patch you weren't able to use your USB devices under this kernel.

What does /proc/interrupts say?  And what's in the dmesg log during 
bootup?

What happens if you don't have any USB devices plugged in to begin with?  
Does the system run okay until after you attach the USB drive?

I can't tell what happened there.

There was another patch posted yesterday that might also have an effect:

This probably conflicts with my patch, so you'll have to remove it before 
you can apply this one.
