The drawback is that without ehci-hcd, these devices run only at full
speed (12 Mb/s) instead of high speed (480 Mb/s).

Maybe in the Device Manager pane of the System control panel you could 
disable the EHCI controller or its driver.

It does sound like some kind of hardware problem.  There's no way to know 
exactly what is wrong, but it shouldn't be too surprising that it comes 
and goes.
