I don't know about Windows, but in Linux you can use the loop driver 
(/dev/loop0) and the losetup program.

$SUBJECT says "Virtual USB mass storage" but the text of your message 
only says "virtual mass storage device" without the USB, so it's not 
exactly clear what you want.
