Nope, haven't tried switching cables.  I have only 1 cable with the
proper connectors for the HD.

As a test, I timed the copying of files of 125MB, 250MB, 500MB, and 1GB
from internal IDE HD to external USB HD. Using the same HD and cable,
tests were run using the mobo's VIA USB port and the new card's ALi USB
port.

With vmstat running, I can see writes occurring for a while (30 or so
seconds), then stopping for the next 30 or so seconds, then writing,
then stopping, etc.  

The 1GB file took 55 seconds with the VIA and 8 min 34 sec with the
ALi.  The factor of 9 decrease in throughput is pretty bad!
