As far as I know, there is no such program.  The interpretation has to be
done manually.  It's worth the effort to try out usbmon and post the
results on the mailing list, even if you can't understand them yourself.

It's quite possible that both the mouse and the computer are a little bit 
out of spec, such that they don't work with each other but each is able 
to work with in-spec hardware.
